Intended mainly for trainers of police and security personnel, this manual explains the physiological effects of oleoresin capsicum (OC) and its use and after-use as an aerosol agent to control violent and aggressive behavior and reduce personal injury to officers, assailants, and the public.
Abstract
Use of this produce is also intended to increase the officer's sense of personal security and reduce civil liability to personnel and employers related to the use of force. OC products have been extremely effective on people under the influence of drugs or alcohol, emotionally disturbed persons, highly irritated or violent persons, and most animals, but the reliability cannot be 100 percent guaranteed. Training has been a crucial factor in the effectiveness of OC. OC is considered an additional option for use of force and is not intended to replace a firearm, baton, or other equipment or to replace defense and control techniques used within the force continuum. The manual explains general use, guidelines regarding the number of bursts and other factors, situations in which OC can be used, the recognition of a threat, and training exercises.
