This paper outlines the technical assistance available for State and local governments from the U.S. Justice Department's Office for Domestic Preparedness (ODP), in order to assist them in preparing for and responding to threats or acts of terrorism that involve weapons of mass destruction (WMD).
Abstract
ODP provides technical assistance at no cost through a three-tiered approach: information resources; models, templates, and samples; and onsite problem solving through workshops, site-specific training, and train-the-trainer programs. The technical assistance provided by ODP is in the categories of general technical assistance, information management, and statewide domestic preparedness strategy development. General technical assistance addresses the development and enhancement of WMD response plans, facilitating jurisdictional WMD working groups, and providing targeted specialized training. Several resources for information on domestic preparedness, WMD, and counterterrorism issues are available. These include a support helpline (1-800-368-6498), the Domestic Preparedness Support Information Clearinghouse, and the Domestic Preparedness Support Listserv. The latter is available through ODP's Web site and provides a daily update on terrorism activities around the world and a semimonthly update on domestic preparedness issues and events. Technical assistance for statewide domestic preparedness strategy development is based on assessments at the local level that determine overall risk levels, most likely scenarios, needed training, and required equipment.
