Covering the period from July 1, 2000 to June 30, 2001, this annual report from the Office of the Public Defender in the State of Maryland, provides an accounting of the agency’s structure and functions.
Abstract
This report presents the articles that explain the reasons for the creation of the Office of the Public Defender, this report begins with a discussion of the general administration of this office. Providing the names, job descriptions, and functions of members of the general administration, the training division, and the information technology division, the first section of this report details the individuals and positions responsible for budgeting, planning, accounting, data collection, procurement, and training coordination within the Public Defender’s Office. The second section of this report describes the manner in which the public defender provides legal services to indigents through 12 district offices. Profiling each of these district offices and its staff, this section discusses the representation provided to qualified indigent defendants in district, juvenile, and circuit courts as well as in police custody and in related collateral court hearings. The third section of this report covers the appellate division and collateral review division staff and offices. The involuntary institutionalization services division office members are profiled in the fourth section of this report, and the fifth section highlights the capital defense division staff and offices. A series of appendices providing organizational charts of the Office of the public defender, schedules of public defender training sessions, a listing of the counties by district, and a summary of caseloads is followed by a listing of all of the names, addresses, and phone numbers of the State of Maryland Office of the Public Defender offices.
