Abstract
THE AUTHOR CONCENTRATES ON THE WATCHDOG RATHER THAN THE CRIMINAL FUNCTION OF THE GRAND JURY IN HIS STUDY OF NINETY EIGHT REPORTS FROM CALIFORNIA COUNTIES FOR THE YEARS 1961-1963. HE OUTLINES HOW THE GRAND JURY ORGANIZES ITSELF FOR THIS PURPOSE, WATCHDOG RULES AND OBJECTIVES AS REVEALED IN FINAL REPORTS, METHODS AND ACHIEVEMENTS. THE AUTHOR FEELS THAT THE CALIFORNIA GRAND JURY IS A USEFUL INSTITUTION THROUGH WHICH ALL CITIZENS CAN EXERCISE THEIR RIGHT TO PETITION, NOT THROUGH THE APPARATUS OF BUREAUCRACY, BUT THROUGH FELLOW CITIZENS.
