AN ALTERNATIVE, THE 'MISSOURI PLAN, ' IS SUGGESTED. THIS METHOD ASSURES NON-POLITICAL, QUALIFIED APPOINTEES SINCE APPOINTMENTS MUST BE MADE FROM A LIST OF QUALIFIED CANDIDATES SUBMITTED TO THE GOVERNOR OR THE LEGISLATURE BY A NOMINATING COMMISSION OF LAWYERS, JUDGES, AND LAYMEN.
