THIS ARTICLE CONTAINS A DESCRIPTION OF RECENT EXPERIENCES IN THE USE OF OPEN PRISONS IN ENGLAND.
Abstract
ARGUING STRONGLY FOR AN INCREASED USE OF THE OPEN INSTITUTION, PARTICULARLY WITH DYNAMIC LINKS IN THE COMMUNITY, THE AUTHOR DETAILS THE SPECIAL STEPS THAT WOULD HAVE TO BE TAKEN IF THE PITFALLS OF CORRECTIONAL BUREAUCRACY ARE TO BE AVOIDED. IN THIS CONNECTION HE DOUBTS WHETHER THE ARRAY OF RULES PRESENTLY IN EXISTENCE IN ENGLAND WILL SERVE A NEW REGIME AND ADVOCATES SPECIAL RULES WHICH TAKE INTO ACCOUNT THE REALITIES OF OPEN PRISONS.
