Abstract
THIS RESEARCH EXPERIMENT SIMULATED THE OPERATIONS OF A COMMUNICATIONS CENTER IN ORDER TO EVALUATE THE SUCCESS OF CERTAIN POLICY AND EQUIPMENT INNOVATIONS. SOME OF THE CHANGES UNDER EVALUATION WERE CAR LOCATOR SYSTEMS, STRATEGIC PATROL CAR ALLOCATION AND ADMINISTRATIVE EXPERIMENTATION.
