Abstract
SECTION ONE PRESENTS A LISTING OF COMMISSION MEMBERS. RECOMMENDATIONS ARE THEN PRESENTED FOR EIGHT DIFFERENT AREAS - COURT STRUCTURE, JUDICIAL QUALIFICATIONS, SELECTION AND TENURE OF JUDGES, JUDICIAL RETIREMENT, PROCEDURAL RULEMAKING AUTHORITY, COSTS OF LITIGATION, PROSECUTION FUNCTION, AND STATEWIDE PUBLIC DEFENDER SYSTEM. COMMENTARY ON EACH OF THESE RECOMMENDATIONS IS CONTAINED IN SECTION THREE OF THIS REPORT, AND SPECIFIC LEGISLATIVE PROPOSALS IMPLEMENTING THE RECOMMENDATIONS ARE ATTACHED AS EXHIBITS.
