EXAMINES THE BACKGROUND AND NEED, DEVELOPMENT, INTRODUCTION TO LEGISLATION, FUTURE, AND ALTERNATIVES TO MANDATORY JAIL STANDARDS.
Abstract
FOLLOWING A FEASIBILITY STUDY, A JAIL STANDARDS DEVELOPMENT COMMITTEE WAS ORGANIZED. IT CONSISTED OF MEMBERS OF THE OREGON CORRECTIONS DIVISION, THE ASSOCIATION OF CHIEFS OF POLICE, THE OREGON'S SHERIFF'S ASSOCIATION AND THE OREGON DISTRICT COURT JUDGES ASSOCIATION. THE COMMITTEE EXAMINED NINETY PERCENT OF THE JAILS IN THE STATE AND SPECIFIC AREAS, SUCH AS JAIL ADMINISTRATION, JAIL CONSTRUCTION, SANITATION, ETC. STANDARDS AND GUIDELINES WERE THEN WRITTEN AND INTRODUCED TO LEGISLATION, WHERE IT WAS APPROVED BY BOTH HOUSES. THE NEW STANDARDS WILL HAVE THE GREATEST IMPACT ON THE OLDER SMALLER JAILS, SOME OF WHICH WILL CLOSE DOWN ENTIRELY. HIGHLIGHTS ARE THEN PRESENTED OF THE CONTENT OF THE NEW STANDARDS.
