STRUCTURE AND OPERATION OF PAROLE IN THE ENGLISH PENAL SYSTEM DURING THE FIRST YEARS OF ITS EXISTENCE.
Abstract
PAROLE WAS INTRODUCED IN ENGLAND IN 1967 UNDER THE CRIMINAL JUSTICE ACT. PRISONERS SERVING TERMS OF MORE THAN EIGHTEEN MONTHS ARE ELIGIBLE FOR PAROLE. THE LOCAL REVIEW COMMITTEES READ THE PAROLE APPLICATIONS FIRST AND MAKE RECOMMENDATIONS TO THE PAROLE BOARD. THE AUTHOR OBSERVED THAT THE PAROLE BOARD RARELY DEVIATED FROM THE COMMITTEE'S RECOMMENDATIONS. A NOTICEABLE INCREASE IN COMMUNICATION BETWEEN THOSE IN PRISON AND THOSE OUTSIDE HAS OCCURRED SINCE THE PAROLE SYSTEM WAS INSTITUTED. THE COMMITTEES AND THE PAROLE BOARD LEARNED THEIR TASKS VERY EFFICIENTLY AND QUICKLY.
