Abstract
THE COMMON DENOMINATOR OF ALL CITIZEN REPORTING OF NONCRIMINAL INCIDENTS IS CONSIDERED TO BE THE DESIRE OF A PERSON OR PERSONS TO AFFECT A SITUATION OR PERSON THAT IS THREATENING, DATA INDICATES THAT THOSE LACKING IN INTERPERSONAL SKILLS ARE MOST LIKELY TO CALL THE POLICE. IT IS SUGGESTED THAT BY CAREFUL STUDY OF THE INTERACTION BETWEEN THE COMPLAINANT AND THE OBJECT OF THE COMPLAINTS, IT MAY BE POSSIBLE TO CATEGORIZE CRIMES BY THE SAME MEANS.
