THIS HANDBOOK TO MARYLAND'S PATUXENT INSTITUTION ORIENTS PATIENTS TO THE TREATMENT CONCEPTS AND KINDS OF PROGRAMS OFFERED BY THE INSTITUTION, THE CLASSIFICATION SYSTEM, AND PATIENT PRIVILEGES, RIGHTS AND RESPONSIBILITIES.
Abstract
THE PROGRAM DESCRIPTIONS EMPHASIZE THE REHABILITATIVE NATURE OF THE INSTITUTION AND OUTLINE THE GRADED TIER SYSTEM USED, WITH ITS PRIVILEGES ATTENDANT TO EACH OF THE FOUR TIERS. A UNIT TREATMENT TEAM SYSTEM AND A TOTAL TREATMENT PROGRAM, INCLUDING PSYCHOTHERAPY, EDUCATION, VOCATIONAL TRAINING, RECREATION AND SOCIAL SERVICES, ARE USED AT THE INSTITUTION. A CLASSIFICATION COMMITTEE (PSYCHOLOGIST, PSYCHIATRIST, SOCIAL WORKER, ACADEMIC INSTRUCTOR, A SENIOR OFFICER FROM THE SECURITY UNIT) ASSIGNS INMATES TO THE GRADED TIER SYSTEM. A DISCUSSION OF PRIVILEGES AT THE INSTITUTION INCLUDES INFORMATION ABOUT MAIL, VISITING, COMMISSARY, WELFARE, PROPERTY AND POSSESSIONS, TIER PRIVILEGES, AND RELIGIOUS BELIEFS. THE ACTIONS AVAILABLE TO THE DISCIPLINARY COMMITTEE AND REVIEW AND APPEAL PROCEDURES ARE EXPLAINED, AND THE RULES FOR SEARCHES AND PHYSICAL FORCE ARE SET DOWN. THE INMATES GRIEVANCE COMMITTEE IS EXPLAINED, AS IS THE COMPLAINT FILING PROCEDURE, HEARING PROCEDURE, AND ACTION AVAILABLE AFTER A HEARING. SPECIFIC RULES FOR DISCIPLINARY AND ADMINISTRATIVE TYPES OF SEGREGATION ARE INCLUDED. (RFC)
