FULL-TIME STAFF DIRECTION AND MAJOR FUND-RAISING WERE THE FOUNDATION OF THE IMPLEMENTATION EFFORT WHICH INCLUDED PILOT PROGRAMS IN THREE STATES, FOUR NATIONAL CONFERENCES AND STATE AND REGIONAL PROGRAMS.
Abstract
THE IMPLEMENTATION EFFORT IN EACH STATE INCLUDED AN ANALYSIS OF THE EXISTING STATUTORY AND CASE LAW, RULES OF PROCEDURE AND PRACTICE IN EACH JURISDICTION. STATEWIDE IMPLEMENTATION TEAMS, THE MOBILIZATION OF STATE AND LOCAL BAR ASSOCIATIONS, PROVISION OF PROCEDURAL MANUALS, AND EDUCATING AND ENLISTING THE AID OF THE MEDIA WERE MAJOR EFFORTS IN THE IMPLEMENTATION STRATEGY.
