THIS DOCUMENT DISCUSSES THE FORMATION AND DISTRIBUTION OF PLANNING GUIDELINE MANUALS DEALING WITH ADVANCES IN LAW ENFORCEMENT COMMAND, CONTROL AND COMMUNICATIONS SYSTEMS AND VOICE DATA ENTRY SYSTEMS.
Abstract
THE STRUCTURE AND FORMATS OF THE MANUALS WERE DEVELOPED SPECIFICALLY FOR THE AGENCY PLANNER AND REFLECT THE PLANNING PROCESS USED BY AGENCIES. THE MANUALS TAKE THE USER THROUGH ANALYSIS OF REQUIREMENTS, SELECTION OF SYSTEM CONFIGURATION, PREPARATION OF IMPLEMENTATION PLAN AND COST ESTIMATES, AND EVALUATION OF EXPECTED BENEFITS VERSUS COST. A BRIEF ASSESSMENT OF VOICE DATA ENTRY TERMINAL SYSTEMS IS DISCUSSED AS REGARDS THEIR APPLICABILITY TO LAW ENFORCEMENT COMMUNICATIONS. IT IS CONCLUDED THAT VOICE RECOGNITION TECHNOLOGY IS CURRENTLY AVAILABLE FOR APPLICATION TO LAW ENFORCEMENT MOBILE COMMUNICATIONS. IT IS SUGGESTED THAT A GOOD ARRANGEMENT IS ONE IN WHICH THE VOICE FEATURE EXTRACTOR IS LOCATED IN THE PATROL CAR AND THE SUPPORTING COMPUTER IN THE BASE STATION. THIS ASSURES A CONSISTENTLY ACCURATE INPUT TO THE VOICE RECOGNIZER WITH MINIMAL LOADING ON THE RF CHANNEL. IT IS RECOMMENDED THAT LEAA CONTINUE MONITORING AND TESTING THE FEASABILITY OF VOICE RECOGNIZER DEVICES....RCB
