Abstract
RECOMMENDATIONS DEAL PRINCIPALLY WITH THE PLEA OF GUILTY AND TO SOME EXTENT WITH THE RELATED, ALTHOUGH SELDOM USED, PLEA OF NOLO CONTENDERE. THEY INCLUDE NOT ONLY STANDARDS FOR PROCEDURES TO BE FOLLOWED IN TAKING THE PLEA OF GUILTY BUT ALSO STANDARDS TO GOVERN THE PRACTICE OF NEGOTIATING FOR SUCH A PLEA, COMMONLY ENGAGED IN BY PROSECUTORS AND DEFENSE COUNSEL WITH A VIEW TO REACHING AN AGREEMENT UPON WHICH THE GUILTY PLEA WILL BE TENDERED.
