Abstract
THE CALIFORNIA ATTORNEY GENERAL APPOINTED 26 PERSONS REPRESENTING THE CRIMINAL JUSTICE SYSTEM, ETHNIC AND MINORITY GROUPS, HIGHER EDUCATION, AND THE GENERAL PUBLIC TO AN ADVISORY COMMISSION ON COMMUNITY-POLICE RELATIONS. THE ADVISORY COMMISSION ITSELF WAS DIVIDED INTO SIX TASK FORCES - THE MINORITY POLICE OFFICER, CITIZEN COMPLAINT PROCESS, POLICE POLICY-MAKING PROCESS, CAMPUS AND YOUTH, NEWS MEDIA, AND COMMUNITY DYNAMICS. TOPICS DISCUSSED IN THE REPORT INCLUDE COMMUNITY PERCEPTIONS OF POLICE, THE POLICE ROLE IN THE COMMUNITY, SELECTED FORCES INFLUENCING COMMUNITY-POLICE RELATIONS, MINORITIES AND THE POLICE, AND RESOLVING CITIZEN COMPLAINTS. ALSO EXAMINED ARE TRAINING AND EDUCATION, MINORITIES IN LAW ENFORCEMENT, THE CONCEPT OF COMMUNITY-POLICE RELATIONS AS APPLIED BY THE POLICE, AND A STRATEGIC RESPONSE TO IMPROVING COMMUNITY AND POLICE RELATIONSHIPS THROUGH THE CONCEPT OF COMMUNITY RESOURCE DEVELOPMENT. AMONG THE APPENDED MATERIALS ARE STATE ASSEMBLY RESOLUTIONS, AN OVERVIEW OF RESEARCH EFFORTS, POLICE EDUCATION AT COMMUNITY COLLEGES, AND A COMMUNITY-POLICE RELATIONS PROGRAM DESCRIPTION.
