              This survey found that 65,400 commendations were received by police in England and Wales during 1994, 2.5 times the number of complaints lodged against police.
          Abstract
              A total of 25,000 complaint cases were received by police during 1994, nearly 12 percent more than in 1993. Of complaints dealt with in 1994, 74 percent were withdrawn or informally resolved. Of 793 substantiated complaints, more than half involved failure of duty and nearly 25 percent concerned oppressive police behavior. Disciplinary charges against 390 police officers were proven in 1994, nearly 20 percent less than in 1993. These charges resulted in the dismissal or required resignation of 94 police officers.
