Abstract
THIS ARTICLE CONCLUDES THAT THE FREE EXERCISE OF SPEECH AND ASSEMBLY WILL ONLY BE ENSURED WHEN GOVERNMENTAL AGENCIES DECIDE TO RESTRICT POLICE INFILTRATION TO THOSE SITUATIONS CLEARLY NON-POLITICAL IN NATURE.
