HISTORY OF POLICE LEGAL ADVISOR PROGRAMS AND AN EVALUATION OF THE ACTIVITIES PERFORMED BY THE DALLAS POLICE DEPARTMENT'S LEGAL LIAISON DIVISION.
Abstract
THE LEGAL LIAISON DIVISION WAS REGULARLY INVOLVED IN POLICE EDUCATION, INCLUDING BOTH INSERVICE AND RECRUIT TRAINING. ITS OTHER ACTIVITIES INVOLVED CONSULTATION WITH INVESTIGATIVE PERSONNEL ON COMPLEX LEGAL ISSUES AND LIMITED ASSISTANCE TO PATROLMEN, ESPECIALLY IN CASES INVOLVING CIVIL DISTURBANCE OR SPECIAL ENFORCEMENT ISSUES. THE LEGAL ADVISER UNIT ALSO PARTICIPATED IN POLICE COMMUNITY RELATIONS EFFORTS, AND DRAFTED PROPOSALS FOR STATE LEGISLATION IN THE LAW ENFORCEMENT FIELD.
