FINAL REPORT ON A PROJECT TO DIVERT JUVENILE FIRST OFFENDERS AWAY FROM FURTHER INVOLVEMENT WITH THE JUVENILE JUSTICE SYSTEM BY INVOLVING THEM ON A ONE-TO-ONE BASIS WITH VOLUNTEER PARTNERS (LIKE BIG BROTHERS).
Abstract
THIS PROJECT WAS UNDERTAKEN IN RESPONSE TO THE FAILURE OF THE JUVENILE JUSTICE SYSTEM TO IDENTIFY PROBLEM YOUTHS AND TO HELP THEM UNTIL THEY HAD ALREADY ACCUMULATED FOUR OR FIVE CONVICTIONS. IN ORDER TO ACHIEVE PROJECT GOALS, JUVENILE OFFENDERS WERE REFERRED BY THE PROBATION DEPARTMENT TO THE PARTNERS PROGRAM FOLLOWING THEIR INITIAL CONTACT WITH THE POLICE. IT WAS HOPED THAT THE INTENSIVE PERSONAL INTERACTION WOULD INSTILL A MORE CONVENTIONAL VALUE SYSTEM IN THE YOUTHS THAN THE ONES THEY HAD BEEN WORKING WITH. THE PROJECT WAS EVALUATED ON THE BASIS OF RECIDIVISM DATA. INFORMATION IS PRESENTED ON THE VOLUNTEER TRAINING PROGRAM AND PUBLICITY BROCHURES AND PUBLICATIONS OF THE PROGRAM ARE APPENDED.
