This handbook provides an overview of the services available for crime victims from the National Police Agency in Japan.
Abstract
A segment of a speech given by Prime Minister Junichiro Koizumi at the 6th Crime Victim Support Forum in 2001 conveys the sentiment that victims of crime should be treated with respect and, as such, the National Police Agency has broadly expanded its Benefit System for Crime Victims. The numerous problems encountered by crime victims, such as emotional shock and post-traumatic stress disorder are described, along with brief notes on victim psychology. The next section reviews the recent history of victim support initiatives in Japan and, briefly, by the General Assembly of the United Nations. The policy of the Chief of the Police Headquarters regarding victim support that is to be provided by the police is outlined. Specific initiatives for victim support undertaken by the National Police Agency are described, including Japan’s Benefit System for Crime Victims, which provides monetary assistance to victims and their families. The following section discusses the services available to certain types of crime victims, including sex crime victims, juvenile victims, and victims of illegal money laundering, organized crime, traffic accidents, spousal violence, and stalking. The National Police Agency cooperates with many victim services related institutions and organizations, which are described. A listing is provided of telephone numbers for victim counseling services.
