Abstract
SINCE CHANGES IN CORRECTIONAL POLICY ARE OFTEN OPPOSED BY POLITICAL FORCES, IT IS FELT THAT CORRECTION AND PAROLE OFFICIALS SHOULD HAVE GREATER CONTROL OVER CORRECTIONAL POLICY.
