RESEARCH ON MOST-PENAL HELP INDICATES A WIDE DISCREPANCY BETWEEN LEGISLATION AND PRACTICE, AS MOST CONVICTS DO NOT RECEIVE SUFFICIENT HELP UPON RELEASE.
Abstract
THEORY SUGGESTS THAT THE ABSENCE OF POST-PENAL HELP MAY RESULT IN AN INCREASE OF RECIDIVISM. YUGOSLAV LEGISLATION INSTRUCTS PRISON AUTHORITIES AND A NUMBER OF SOCIAL HELP AGENCIES TO ASSIST THE CONVICT, AFTER HE HAS SERVED HIS SENTENCE, IN READAPTING TO HIS FREEDOM, FINDING WORK AND HOUSING, ETC. THE AUTHOR ASCERTAINS THAT IN MOST CASES PRISON AUTHORITIES DO NOT SEEM TO UNDERSTAND THE DIFFICULTIES THAT EX-CONVICTS HAVE TO FACE, AND HE NOTES A TOTAL ABSENCE OF COORDINATION BETWEEN PRISON AUTHORITIES AND SOCIAL ASSISTANCE AGENCIES.
