Information and data are presented for the Massachusetts Prescription Monitoring Program (MA PMP), which is administered by the state's Department of Public Health.
Abstract
The MA PMP's email address is provided, along with website addresses for each of the following tasks: provision of general information, enrollment as a regular user, a request for MA PMP data, data upload, and statistics. Contact information is provided for the PMP Director and PMP Administrator. Data for 2017 are reported for the state population (6,895, 917), DEA registered prescribers (47,421), and DEA registered dispensers (1,156). Available MA PMP reports are listed. For 2018, MA PMP funding was from the state general fund, a Harold Rogers grant, and a CDC grant. For 2018, numbers are reported for MA PMP personnel in the following job categories: operational (3), technical (1), analytical (3), and communications and data quality (1.5). Significant MA PMP dates are for enabling legislation (1992), becoming operational (1994), on-line access (2011), and electronic reporting (1994). Access information is provided for statutes and rules relevant to MA PMP policies and procedures. Reporting frequency for prescribers and dispensers is next business day for the prescribing and dispensing of controlled substances in schedules II, III, IV, and V . The MA PMP also has authority to monitor other substances, including naloxone administering and dispensing information, as well as marijuana data. MA PMP miscellaneous capabilities and policies are listed. Prescribers, but not dispensers, of monitored drugs are required to enroll in and use the MA PMP. Law enforcement agencies must have an active investigation of a patient before PMP information on that patient can be given to law enforcement. The MA PMP is required to retain de-identified data. Prescribers must be trained before they can access the MA PMP: Information on technological features and authorized reports by requestor type is provided.
