Abstract
THE AUTHOR - THE MANAGING EDITOR OF A LOUISVILLE, KENTUCKY, NEWSPAPER- SUGGESTS THAT POLICE DEPARTMENTS APPOINT A SINGLE OFFICIAL AS SPOKESMAN DURING RIOTOUS SITUATIONS. THIS SPOKESMAN SHOULD BE AVAILABLE TO THE PRESS AT ALL HOURS TO ENSURE THAT EYEWITNESS REPORTER ACCOUNTS OF RIOT INCIDENTS BE BALANCED BY OFFICIAL VERSIONS OF THE EVENTS. HE ALSO RECOMMENDS THAT THE PRESS BE GUIDED BY CONSIDERATION OF PUBLIC SAFETY IN THEIR COVERAGE OF RIOTS AND CIVIL DISTURBANCES.
