Abstract
THESE HEARINGS EMPHASIZED THE CONSTITUTIONAL AND PRACTICAL QUESTIONS RAISED BY THE PREVENTIVE DETENTION OF PERSONS DEEMED DANGEROUS TO THE COMMUNITY. THOSE TESTIFYING INCLUDED FORMER ATTORNEY GENERAL RAMSEY CLARK AND DEPUTY ATTORNEY GENERAL RICHARD KLEINDIENST AS WELL AS OTHERS WHO REPRESENT A BROAD SPECTRUM OF OPINION. THE TEXTS OF SEVERAL PROPOSED BILLS, AMENDMENTS AND COURT RULES ARE COMPLETELY REPRODUCED IN THE APPENDIX. ALSO INCLUDED ARE THE LEADING FEDERAL CASES ON BAIL, REPORTS AND STUDIES RELATING TO BAIL, AND ARTICLES AND SPEECHES ON PREVENTIVE DETENTION.
