THE TITLE CONTINUES, 'FOR SAFE AND SECURE DETENTION' A NATIONWIDE CONTROLLED STUDY ON THE EFECTS OF CLOSED CIRCUIT TELEVISION (CCTV) SURVEILLANCE ON SAFETY AND SECURITY IN CORRECTIONAL ENVIRONMENTS WAS CONDUCTED.
Abstract
THE STUDY DESIGN ENCOMPASSED A VARIETY OF METHODOLOGIES AND A VARIETY OF TEST INSTRUMENTS; INCLUDING BEHAVIORAL MAPPING, INTERVIEWS, AND ATTITUDE AND PERCEPTUAL SURVEYS. SURVEY INSTRUMENTATION INCLUDED SEMANTIC DIFFERENTIAL SCALES, ALIENATION SCALES, INSTITUTIONAL IMPACT SCALES, AND DEMOGRAPHIC DATA COLLECTION. ASSESSMENT PROCEDURES UTILIZED FACTOR ANALYSIS AS WELL AS ANALYSIS OF VARIANCE TECHNIQUES. THE RESULTS OF THIS RESEARCH INDICATE THAT A VARIETY OF PERCEPTUAL AND BEHAVIORAL DIFFERENCES ARE FOUND IN INSTITUTIONS WITH CLOSED CIRCUIT TELEVISION WHEN COMPARED TO THOSE WITHOUT CCTV. FOR EXAMPLE, SIGNIFICANTLY MORE INTERACTIVE BEHAVIORS OCCUR IN NON-CCTV INSTITUTIONS. IT WAS ALSO FOUND THAT INMATES IN CCTV INSTITUTIONS RATE THEMSELVES LESS SOCIALLY DESIRABLE, LESS CONFIDENT, LESS TOLERANT, AND MORE PASSIVE THAN INMATES IN NON-CCTV FACILITIES. RESULTS INDICATE DIFFERENCES IN PERCEPTION OF TELEVISION EFFECTIVENESS AS WELL. BASED ON THIS RESEARCH AND PAST EXPERIENCE, SPECIFIC RECOMMENDATIONS ARE MADE REGARDING THE USE OF CCTV IN MORE THAN 100 SITUATIONS, AND ALTERNATIVE SECURITY MEASURES ARE PROPOSED. STANDARDS FOR THE EFFECTIVE DEPLOYMENT OF SURVEILLANCE TELEVISION, WHERE APPLICABLE, ARE OUTLINED. A BROAD DISCUSSION OF SAFETY AND SECURITY IN PRISONS AND JAILS (PARTIALLY BASED UPON A FACTOR ANALYSIS OF APPROXIMATELY 250 VARIABLES) IS INCLUDED IN ORDER THAT TELEVISION AND OTHER MECHANICAL DEVICES ARE PLACED IN PERSPECTIVE AND VIEWED IN THE BROADCAST SECURITY CONTEXT.
