THIS ARTICLE EXAMINES THE HISTORY AND PURPOSE OF PRISON LABOR, AND DISCUSSES EXISTING PRACTICES AND POLICIES IN MEXICO CONCERNING WORK PROGRAMS FOR PRISON INMATES.
Abstract
IT IS NOTED THAT PRISON WORK PROGRAMS MAY SERVE A THERAPEUTIC ROLE, HELPING TO REHABILITATE THE OFFENDER. THE OPINIONS OF SEVERAL AUTHORS ON THE VALUE OF INMATE LABOR ARE DESCRIBED, AND A BRIEF HISTORY OF INMATE WORK PROGRAMS IS PRESENTED. CONSTITUTIONAL AND LEGAL NORMS GOVERNING THE EMPLOYMENT OF INMATES ARE ALSO REVIEWED. FINALLY, THE AUTHOR EXAMINES THE USE OF PRISON WORK TO REDUCE SENTENCE LENGTH AND EXPLORES THE RECOMMENDATIONS OF A NUMBER OF INTERNATIONAL CONGRESSES ON THE SUBJECT OF INMATE LABOR. HE CONCLUDES THAT WORK SHOULD BE A PART OF ALL PRISON TREATMENT PROGRAMS, BUT STATES THAT IT MUST BE COMMENSURATE WITH THE INMATE'S SKILLS. HE FURTHER STATES THAT THE INMATE'S SALARY SHOULD BE LARGE ENOUGH TO ALLOW FOR HIS PERSONAL NEEDS, THE SUPPORT OF DEPENDENTS, THE PAYMENT OF RESTITUTION, AND SAVINGS. --IN SPANISH
