THE AUTHOR PRESENTS A CRITICAL EVALUATION OF THE FRENCH PENAL SYSTEM AND OUTLINES A NUMBER OF COMPREHENSIVE CORRECTIONAL REFORMS.
Abstract
AFTER A GENERAL HISTORICAL OUTLINE, THE AUTHOR DEALS WITH SUCH ISSUES AS: THE PUNITIVE EFFECTS OF PREVENTIVE DETENTION; THE LACK OF PRISON SPACE AND CUSTODIAL STAFF; AND PRISON LABOR AND ITS ALLEGED SOCIALIZING INFLUENCE. HE DISCUSSES THE FUNCTIONS OF THE FRENCH JUDICIARY IN SENTENCING AND DEALS WITH THE CAUSES OF RECIDIVISM THAT ARISE DURING AND AFTER IMPRISONMENT. SPECIAL ATTENTION IS DIRECTED TO THE LACK OF AFTER CARE SERVICES. IN HIS CONCLUSION THE AUTHOR SUGGESTS REDUCING THE PRISON POPULATION BY USING A MORE LIBERAL PAROLE SYSTEM AND BY INTRODUCING ALTERNATIVES TO PRISONS. --IN FRENCH
