DISCUSSION OF THE REGULATION OF MAJOR EXISTING CRIMINAL JUSTICE DATA BANKS AND THE PROBLEMS OF LOCAL OFFICIALS IN PROJECTING THE IMPACT OF SECURITY AND PRIVACY REGULATIONS ON LOCAL CRIMINAL JUSTICE INFORMATION SYSTEMS.
Abstract
CURRENT FEDERAL REGULATIONS ARE DISCUSSED ALONG WITH SUCH POINTS OF CONCERN AS PUBLIC POLICY, THE INDIVIDUAL'S RIGHT TO PRIVACY, LOCAL MANAGEMENT AND ITS RESPONSIBILITY FOR DATA, THE APPROPRIATE SOURCE OF REGULATION, ACCESS TO DATA, AND DATA SECURITY, INTEGRITY AND ACCURACY. THE AUTHOR SUGGESTS THAT, FOR THE PRESENT AND UNTIL REGULATING LEGISLATION HAS BEEN PASSED. LOCAL ADMINISTRATORS PLAN THEIR SYSTEMS AFTER CAREFUL STUDY OF EXISTING REGULATIONS AND THAT THEY MAINTAIN FLEXIBILITY, PRINCIPALLY, BY EXCLUDING CRIMINAL HISTORIES AND CRIMINAL INTELLIGENCE FILES.
