THESE SYMPOSIUM PROCEEDINGS CONTAIN TRANSCRIPTS OF THE PARTICIPANTS' ADDRESSES ON DATA SECURITY AND PRIVACY, THE TEXTS OF PANEL REPORTS ON PRIVACY ISSUES, A LEGISLATIVE SUMMARY, AND A LIST OF RECOMMENDATIONS FOR ACTION.
Abstract
PUBLIC DEMAND FOR PRIVACY PROTECTION FROM POTENTIAL ABUSES ATTENDANT TO THE RAPID GROWTH OF AUTOMATED PERSONAL DATA COLLECTIONS - THE PRIVACY MANDATE PROVIDED THE BASIS FOR THIS SYMPOSIUM. WITH THE PRIVACY ACT OF 1974 REQUIRING FEDERAL AGENCIES TO IMPLEMENT PRIVACY PROTECTION MEASURES, THE PARTICIPANTS FELT THAT THE TIME WAS RIPE IN 1975 TO PLAN FOR ACTION IN THE PRIVATE SECTOR. ACCORDINGLY, THE NATIONAL BUREAU OF STANDARDS AND THE MITRE CORPORATION JOINED FORCES TO CO-SPONSOR A SYMPOSIUM/WORKSHOP ENTITLED PLANNING FOR ACTION - THE PRIVACY MANDATE ON APRIL 2, 3, AND 4. SOCIAL SCIENTISTS, ECONOMISTS, AND CONSUMERS; REPRESENTATIVES FROM CONGRESS, THE ADMINISTRATION, AND STATE AND LOCAL GOVERNMENTS; COMPUTER SCIENTISTS AND COMPUTER INDUSTRY PROFESSIONALS; AND MANAGERS FROM VARIOUS BUSINESS AND CREDIT COMMUNITIES ASSEMBLED TO INTERACT AND DISCUSS THE IMPLEMENTATION OF PRIVACY PROTECTION. FIRST, THE PARTICIPANTS CONSIDERED NINE DIFFERENT PERSPECTIVES ON THE PRIVACY MANDATE, E.G., CIVIL RIGHTS, ECONOMICS, LAW ENFORCEMENT, TECHNOLOGICAL, JUDICIARY, AS PRESENTED BY NOTABLE SPOKESMEN. NEXT, THE PARTICIPANTS CONVENED IN FOUR SEPARATE WORKING PANELS TO FORMULATE RECOMMENDATIONS FOR ACTION BASED ON INSTITUTIONAL CONSIDERATIONS, INDIVIDUAL RIGHTS, TECHNOLOGICAL IMPLICATIONS, AND ECONOMIC FACTORS. THE PANEL REPORTS RESULTING FROM THESE DISCUSSIONS ARE REPRINTED IN THIS DOCUMENT. RECOMMENDATIONS FOR ACTION ARE INCLUDED FOR MANAGEMENT POLICIES AND PROCEDURES, TECHNOLOGICAL POLICIES AND PROCEDURES, DEVELOPMENT AND DIFFUSION OF COMPUTER SECURITY TECHNOLOGY, CONDUCT OF MULTIDISCIPLINARY RESEARCH INTO THE NATURE OF PRIVACY, AND PERFORMANCE OF ECONOMIC ANALYSIS ON PRIVACY COSTS. IN GENERAL, LIMITATIONS ON USE OF PERSONAL DATA, IMPROVED SAFEGUARDS, INCREASED CITIZEN ACCESS TO DATA CONCERNING THEM, AND IMPROVEMENT IN COMPUTER SECURITY TECHNOLOGY ARE ADVOCATED.
