THIS ARTICLE DESCRIBES THE EFFORTS OF THE LOS ANGELES COUNTY PROBATION DEPARTMENT TO FORMULATE PROBATION DEPARTMENT OBJECTIVES AND IMPLEMENT A PLAN FOR MANAGEMENT BY OBJECTIVES.
Abstract
THE ORIGINAL OBJECTIVES OF THE PROBATION DEPARTMENT, FORMULATED IN 1963, ARE FIRST DESCRIBED. THIS PAPER THEN DESCRIBES THE EFFORTS MADE BY AN INTERDIVISIONAL TASK FORCE TO REVIEW AND EVALUATE THE ORIGINAL OBJECTIVES AND TO FORMULATE NEW OBJECTIVES. THREE MAJOR DEPARTMENTAL OBJECTIVES WERE FORMULATED: 1) TO PROTECT THE COMMUNITY; 2) TO REHABILITATE PROBATIONERS; AND 3) TO FURTHER JUSTICE. FOR EACH OF THESE OBJECTIVES, THIS ARTICLE PROVIDES A BRIEF DEFINITION, DETAILS THE RULE OF THE DEPARTMENT IN FURTHERING THE OBJECTIVES, AND PRESENTS COMMENTARIES TO CLARIFY THE ISSUES OR ELABORATE THE POSITIONS TAKEN. FOLLOWING THE THREE MAJOR OBJECTIVES, A FOURTH OBJECTIVE RELATING TO PROTECTION OF CHILDREN IS DISCUSSED. IT IS NOTED THAT SINCE COMPLETION OF THE WORK OF THE TASK FORCE IN DECEMBER 1966, THE PROBATION DEPARTMENT HAS TAKEN STEPS TOWARD THE OFFICIAL ADOPTION OF THESE OBJECTIVES AND IMPLEMENTATION OF MANAGEMENT BY OBJECTIVES.
