ASSESSMENT OF THE PROBLEMS FACED BY THE WEST GERMAN CRIMINAL JUSTICE SYSTEM AS OF 1974, MADE AT A CONFERENCE HELD AT THE POLICE LEADERSHIP ACADEMY IN HILTRUP.
Abstract
THE PROBLEMS DISCUSSED INCLUDE INSUFFICIENT LEGISLATION, LACK OF FINANCIAL RESOURCES, LACK OF SUBJECT EXPERTISE BY CRIMINAL JUSTICE PERSONNEL, AND LACK OF COORDINATION OF EFFORTS BY POLICE, PROSECUTORS, TAX AUDITORS, CUSTOMS SERVICE, AND OTHER AGENCIES. OTHER PROBLEMS INCLUDE DIFFICULTY IN DISCOVERING WHITE COLLAR CRIMES SOON AFTER THEY ARE COMMITTED, THE LACK AT AN AROUSED PUBLIC ATTITUDE TOWARD SUCH CRIMES, AND THE FACT THAT FINANCIAL INSTITUTIONS ARE OFTEN RELUCTANT TO REPORT THE CRIMES. ALSO DISCUSSED ARE THE SPECIAL AREAS OF AUTO INSURANCE, FRAUD AND COMPUTER-RELATED FRAUDS. --IN GERMAN
