This article profiles the Canadian Federal sex offender population at the end of 1995, using the Offender Intake Assessment process, which produces a comprehensive and integrated evaluation of offenders as they enter the Federal correctional system.
Abstract
This process involves the systematic collection and analysis of information on each offender's criminal and mental health background, social situation, education, and factors relevant to determining criminal risk and identifying offender needs. Similarly, in compliance with national standards for conditional release supervision, parole officers use the Community Risk/Needs Management Scale to assess 12 offender need areas, offender risk of reoffending, and any other factors that might affect their successful reintegration into the community. This information can also be used to produce accurate profiles of the sex offender population. This article reports on the number of sex offenders under Federal jurisdiction at the time of this review (n=4,545), the number of sex offenders incarcerated in Federal institutions (n=2,766), and the conditional release population (n=1,109). Other information provided consists of the regional distribution of sex offenders in Canada, demographic characteristics of sex offenders, recent trends in the sex offender population, Federal institutional admissions of sex offenders, releases, sentence length (an average of 4 years and 3 months), recidivism and return rates, offense types, criminal history, victims, and needs on conditional release. 5 tables and 7 footnotes
