A GENERAL DESCRIPTION OF THE NECESSARY ELEMENTS OF AN EVALUATION MODEL IS PRESENTED FOLLOWED BY A DISCUSSION OF THE EVALUATION OF A NEW PRESENTENCE REPORT.
Abstract
EVALUATION OF A PROGRAM MUST BEGIN WITH A CLEAR AND EXPLICIT IDENTIFICATION OF THE OBJECTIVES TOWARD WHICH IT IS GEARED. THE ADMINISTRATOR SHOULD BE AWARE OF THE OBJECTIVES AND THEIR PRIORITIES WITHOUT RECOURSE TO OUTSIDE CONSULTANTS OR EXPERTS. THE SECOND COMPONENT OF THE EVALUATION PROCESS IS THE EXPLICIT IDENTIFICATION OF THE PROGRAM TO INCLUDE ITS COMPONENT PARTS. CONCERN THEN GOES TO THE DEVELOPMENT OF ONE OR MORE MEASURES OR STANDARDS OR CRITERIA FOR EVALUATION. METHODOLOGY IS THE FOURTH ELEMENT OF CONCERN. FOLLOWING THE DISCUSSION OF THE ELEMENTS OF MODELS, CONCERN IS GIVEN TO THE PRESENTENCE REPORT FOR PROBATION AND PAROLE. COMMENTS ARE MADE ON THE ORIGIN OF THE PRESENTENCE REPORT AND THE FORMAT OF THE ELEVEN-PART REPORT USED BY THE WASHINGTON STATE DIVISION OF PROBATION AND PAROLE. IT IS RECOMMENDED THAT CONCERN SHOULD BE GIVEN TO COOPERATIVE EFFORT, LOCAL NEEDS, CONSERVATION OF RESOURCES, USE OF SUB-PROFESSIONALS, APPLICATION OF PRESENTENCE FORMS TO OTHER PROCEDURES, THE RELATIONSHIP OF DECISION-MAKING, AND COMPUTER TECHNOLOGY, A DESCRIPTION IS PRESENTED OF THE NEW REPORT WHICH CONTAINS A PRE-PRINTED COVER SHEET, A PREPRINTED CRIMINAL RECORD SHEET, A DESCRIPTION OF THE OFFENSE, DEFENDANT'S STATEMENT, AND AN EVALUATION.
