Abstract
THIS PLAN DEFINES THE DEFINITIVE ACTIVITY STEPS AND CORRESPONDING RECOMMENDED ACTION OPTIONS AVAILABLE TO PROJECT HEAVY MANAGEMENT FOR THE ESTABLISHMENT AND CONTINUED OPERATIONS OF THE PROJECT. INCLUDED ARE THE DETAILED PROCEDURAL ALTERNATIVES RELATING TO MANAGEMENT, AS WELL AS THE ON-GOING OPERATIONAL ASPECTS OF PROGRAM SERVICE DELIVERY (CLIENT AND INFORMATIONAL FLOWS). PROJECT HEAVY IS AN EXPERIMENTAL PROGRAM IN LOS ANGELES (CA) TO CONSOLIDATE JUVENILE COURT DIVERSION PROGRAMS AND PROJECTS IN THE CENTRAL CITY HIGH DELINQUENCY AREA.
