FINDINGS AND RECOMMENDATIONS OF THE EDUCATIONAL TESTING SERVICE (ETS), FOCUSES MAJOR ATTENTION ON IMPROVING THE WRITTEN TEST AND APPEALS PROCEDURE.
Abstract
FOR YEARS, POLICE PROMOTIONAL EXAMINATIONS HAVE BEEN THE SUBJECT OF EXTENSIVE LITIGATION IN NEW YORK. N.Y. COURTS HAVE INTERVENED AND HAVE DETERMINED THAT THE DEPARTMENT OF PERSONNEL MUST DEMONSTRATE THAT ITS KEYED ANSWER TO ANY DISPUTED QUESTION ON THE PROMOTIONAL EXAM IS SUPERIOR TO ANSWERS CHOSEN BY LITIGANTS. IN VIEW OF THE STUDY, THE DEPT. OF PERSONNEL HAS CREATED A TEST VALIDATION BOARD, CONTRACTED FOR A DETAILED JOB ANALYSIS AND UP-TO-DATE TEST SPECIFICATIONS FOR POLICE PERSONNEL.
