THIS REPORT DELINEATES THE CORRECTIONAL NEEDS THAT EXIST OR WILL ACCRUE UNDER A CONTINUATION OF EXISTING COURT AND CORRECTIONAL POLICIES, DESCRIBES THE SYSTEM'S PLANS AND GOALS, AND OUTLINES A FOUR-STEP CORRECTIONAL REFORM PLAN.
Abstract
THIS PLAN IS CAST PRIMARILY IN TERMS OF THE PROJECTED NEEDS OF THE FLORIDA CORRECTIONAL SYSTEM FOR 1980. THE REPORT OPENS WITH A DESCRIPTION OF THE HISTORY OF THE PLANNING PROJECT; THIS IS FOLLOWED BY A COMPARISON OF THE FLORIDA POLICIES ON IMPRISONMENT WITH THE POLICIES OF OTHER STATES. NEXT, THE REPORT DEFINES THE BASIC NEEDS OF THE PRISON POPULATION AND THE PROGRAM ELEMENTS AND CHARACTERISTICS NEEDED TO MEET THESE REQUIREMENTS. THE SYSTEM WIDE PLAN FOR 1980 IS THEN PRESENTED. INCLUDED IN THIS SECTION IS A DISCUSSION OF MASTER PLANNING GOALS, PLANS FOR RECOMMENDED POPULATIONS AND FACILITIES, AND AN AREA-BY-AREA SUMMARY OF RECOMMENDED INSTITUTIONAL CHANGES. OTHER SECTIONS IN THIS REPORT DISCUSS THE FACILITY NEEDS AND ALTERNATIVES, MANPOWER REQUIREMENTS, AND THE TREATMENT AND HANDLING OF INMATES. FINALLY, THE REPORT REVIEWS THE SEVERAL EFFORTS MADE BY THE LEGISLATURE AND STATE AGENCIES IN RECENT YEARS TO UPGRADE THE QUALITY OF CORRECTIONAL SERVICES IN FLORIDA. THE AUTHORS CONCLUDE THAT THE STATE HAS THE POTENTIAL FOR DESIGNING AND IMPLEMENTING A MODEL SYSTEM. FOUR STEPS TO ACCOMPLISH THIS MODEL ARE URGED: IMPROVING CRIMINAL JUSTICE INTAKE, REORGANIZING JAIL SERVICES, IMPROVING LOCAL CORRECTIONS, AND IMPROVING EFFECTIVENESS THROUGH ADMINISTRATIVE CONSOLIDATION.
