Abstract
TO EXAMINE THOROUGHLY THE INFORMATION FLOW PROCESS, THE CONSULTANTS REVIEWED THE ORGANIZATIONAL STRUCTURE OF THE AGENCIES AND FUNCTIONS CONCERNED. THEN INTRA- AS WELL AS EXTRA-AGENCY REPORTING SYSTEMS WERE STUDIED AND DOCUMENTED IN THE REPORT. THE ADMINISTRATIVE OFFICES, INSPECTIONS DIVISION TECHNICAL SERVICES UNIT, AND BUREAU OF FIELD OPERATIONS WERE INCLUDED IN THE REPORT. ON THE BASIS OF THIS REPORT AND TWO OTHERS THAT WILL FOLLOW (THE PLANNING AND DEVELOPMENT STAGES) THE POLICE OF PUERTO RICO WILL INSTITUTE THE LAW ENFORCEMENT MANAGEMENT INFORMATION SYSTEM (LEMIS).
