Abstract
THESE PAPERS DEAL WITH A WIDE, SOMEWHAT MISCELLANEOUS SET OF TOPICS CONCERNING JUSTICE - ITS DEFICIENCIES, THE DEFICIENCIES OF THE AGENCIES THAT ATTEMPT TO DISPENSE IT, AND POSSIBLE IMPROVEMENTS THROUGH AN AGENCY SUCH AS A NATIONAL INSTITUTE OF JUSTICE. THE PAPERS WERE WRITTEN INDEPENDENTLY OF EACH OTHER. SOME OF THE TOPICS UNDER DISCUSSION ARE NON-VICTIM CRIMINAL OFFENSES, OFFICIAL CORRUPTION, LEGAL SERVICES TO THE POOR, THE LEGISLATIVE PROCESS, PLEA NEGOTIATIONS, JUVENILE JUSTICE AND POLICE ADMINISTRATION. APPENDICES INCLUDE A REPORT OF THE TASK FORCE ON A NATIONAL INSTITUTE OF JUSTICE OF THE AMERICAN BAR ASSOCIATION, AN ADDRESS BY CHIEF JUSTICE BURGER, AND A PROPOSAL WHICH DESCRIBES A NATIONAL INSTITUTE OF JUSTICE.
