THIS REPORT ANALYZES AND GIVES THE HISTORICAL CONTEXT OF CHICAGO POLICE COMMISSIONER ROCHFORD'S PLAN FOR REORGANIZING THE INTERNAL POLICE DISCIPLINE SYSTEM.
Abstract
THE ELEMENTS OF THIS PLAN, IN THE AUTHOR'S OPINION, ARE DRAWN MAINLY FROM PREDECESSORS' SYSTEMS. THEY INCLUDE A NAME CHANGE FOR THE OFFICE; A COMBINATION OF THE INVESTIGATIVE AND INSPECTION FUNCTIONS INTO A SINGLE UNIT; AND, INITIATING MISCONDUCT INVESTIGATIONS IN THE SUPERINTENDENT'S OFFICE. THE PLAN ALSO CALLS FOR CIVILIAN ADMINISTRATORS AND INVESTIGATORS, AND A REVIEW OF INVESTIGATIONS BY MEMBERS OF THE BAR AND THE CHICAGO COMMISSION ON HUMAN RELATIONS. THE AUTHOR CONCLUDES THAT THE QUESTION THE COMMUNITY (WHICH IS CALLING ON THE SUPERINTENDENT TO SET UP A STRUCTURE SIGNIFICANTLY DIFFERENT FROM WHAT HAS GONE ON BEFORE) MUST ASK IS WHETHER IT IS WILLING TO INVEST ONCE AGAIN IN THE GOOD FAITH OF A NOW POLICE SUPERINTENDENT AS THE ANSWER TO THE INADEQUACIES IN POLICE DISCIPLINE.
