DISCUSSION OF THE WAYS THE JUDICIARY AND THE DEFENSE BAR CAN IMPROVE THE QUALITY OF REPRESENTATION THAT IS PROVIDED INDIGENT DEFENDANTS.
Abstract
THE VARIOUS GROUPS OF LAWYERS WHO REPRESENT INDIGENT DEFENDANTS ARE IDENTIFIED AND THEIR EFFECTIVENESS ASSESSED. THE PROBLEMS CONFRONTING ONE OF THE GROUPS, PUBLIC DEFENDERS, ARE DESCRIBED IN MORE DEPTH. A BASIC STRATEGY FOR UNCOVERING PROBLEMS WHICH PREVENT ADEQUATE EXTENSION OF SIXTH AMENDMENT RIGHTS TO INDIGENT DEFENDANTS IS SUGGESTED TO SUPPLEMENT LEGISLATIVE REFORMS.
