This paper presents 22 recommendations for Federal and national initiatives that will increase the cooperation and collaboration of agencies responsible for addressing domestic violence and child protection services, since their concerns overlap.
One recommendation is that the U.S. Attorney General and the Secretary of Health and Human Services issue a press release or hold a meeting during Domestic Violence Awareness Month to emphasize linking child abuse and domestic violence to the broader concerns about community violence. Further, the paper recommends that Federal grants to States under the Family Preservation Act be used as an opportunity for the Justice Department to talk to State administrators about how they are serving families that are experiencing domestic violence. Also, the Federal agency that administers the Children's Justice Act should work more closely with domestic violence organizations to include them in planning and on State task forces. Another recommendation is that the reauthorization of the Child Abuse Prevention and Treatment Act include support for an additional slot on the National Advisory Board on Child Abuse and Neglect for the field of domestic violence. Further, when the U.S. Advisory Board on Child Abuse and Neglect issues its major report on child deaths, it should highlight the links between those cases and domestic violence. Other recommendations pertain to national conferences, information dissemination, and Federal funding pertinent to the integration of policies and services for victims of domestic violence and child abuse.
