RELEASE ON PERSONAL RECOGNIZANCE, WITH OR WITHOUT CONDITIONS, FACILITATES APPEARANCE, PROVIDES FREEDOM FOR THE ACCUSED, SAFETY TO THE COMMUNITY BY INDIVIDUALIZING REQUIREMENTS OF THE RELEASE, AND REHABILITATION FOR THE ACCUSED AT THE EARLIEST MOMENT IN THE JUDICIAL PROCESS.
