Abstract
The volume is divided into seven major sections: Policy Considerations on Accountability, Peace, and Justice; International and National Prosecutions; Recording the Facts and the Truth; Civil and Political Sanctions; Assessing the Efforts to Develop International Principles or Guidelines on Accountability; Compensation and Reparations; and Post-Conflict Justice Issues: Restoring Order and Justice. Individual reports discuss, among other topics: (1) impunity and human rights; (2) to punish or to pardon; (3) international crimes; (4) international and national prosecutions; (5) truth commissions as part of a social process; (6) civil and political sanctions as an accountability mechanism; (7) compensation and reparations for gross violations of human rights; (8) redress for survivors of torture; (9) practical limits on military force; and (10) transition to democracy and institution-building.
