Information from police records on 717 adult offenders in Brighton and Bournemouth, England in 1986 formed the basis of an analysis of the characteristics of the defendants and the reasons why some accused offenders were detained rather than released on bail.
Abstract
The analysis focused on all defendants accused of violent crimes, burglary, theft, or fraud and forgery. The analysis showed that the defendants could be divided into two distinct groups with respect to the court decision to detain or grant bail. The high-risk group showed a custody rate of 67 percent, while the low-risk group had a custody rate of 10 percent. The findings also showed the need for bail hostels or other temporary accommodations for those who are detained only because they have no fixed place of residence and for improving the information collected to avoid the need to detain defendants who are released after further information is gathered 1 or 2 weeks later.
