Abstract
FOUR AREAS IN WHICH THE BRITISH HOME OFFICE CAN WORK TO COMBAT ILLITERACY AMONG PRISONERS AND RAISE THE READING STANDARDS OF THE GENERAL POPULATION ARE DESCRIBED. THESE FOUR AREAS INCLUDE IDENTIFICATION OF THE DISABILITY, TEACHER RECRUITMENT AND TRAINING, TEACHING METHODS AND MATERIALS, AND RESEARCH.
