A team of European police experts evaluates the present situation of the Hungarian police.
Abstract
This comprehensive analysis touches on all major police aspects including Hungary's security level, police organization, police activities, training and management, crime statistics, forensics, data management, logistics and communications, and police image. The experts found several strengths in the system: the existence of a centralized national police, the high quality of leadership, relatively high clearance rates, and a willingness to change inside the police force. However, the force must prepare for future threats including rising crime rates, especially in organized crime; increasing traffic and traffic accidents; budget cuts; and a turbulent transition until the comprehensive police reform is completed. Above all, the following major weaknesses must be addressed: the absence of police strategy, task definition, and task distribution; the lack of morale and the social isolation of police officers; and the outdated equipment and technology. The analysis includes many charts and graphs.
