This report discusses needs of victims from an international perspective, as well as mechanisms to ensure justice and redress for victims and basic crime prevention strategies.
Abstract
The paper presents a broad definition of victimization that covers victims of illegal acts involving the abuse of power in addition to victims of conventional crimes. Also explored in this context are conscious and unconscious victimizations and types of victimizers. A review of mechanisms to help victims focuses on equity for victims within the justice system, compensation, victim impact statements, and local agencies which could serve victims. The issue of compensation and restitution for victims of acts of abuses of power is examined. This discussion notes that while countries generally agree that victims require assistance, few provide the comprehensive array of services needed. In examining crime prevention strategies, the paper considers educating the public about self-protection measures, family violence, and the needs for better recordkeeping and more research. Preventive measures in cases of torture and prolonged detention are suggested. The paper outlines priorities for national, regional, and international action. The draft resolution and declaration on justice and assistance for victims and references are appended.
