SUMMARY OF A 300 PAGE STUDY OF NEW YORK STATE'S PAROLE SYSTEM CONDUCTED BY THE CITIZENS' INQUIRY ON PAROLE AND CRIMINAL JUSTICE, WHICH FINDS THE PAROLE SYSTEM TO BE A FAILURE.
Abstract
THIS SUMMARY DESCRIBES THE THEORY OF PAROLE IN NEW YORK, SHOWS HOW CURRENT PRACTICE DIVERGES FROM THIS THEORY, DEMONSTRATES THE PROBLEMS OF THE THEORY ITSELF, AND SETS FORTH LONG TERM AND TRANSITIONAL RECOMMENDATIONS. FINDINGS AND CONCLUSIONS ARE SUMMARIZED AS WELL. IN GENERAL, IT WAS CONCLUDED THAT THE PAROLE SYSTEM HAS UNREASONABLE GOALS WHICH IT CANNOT MEET, THAT IT IS ABUSIVE AND UNFAIR, THAT ITS OPERATION IS FAR FROM WHAT IT PROFESSES TO DO, AND THAT IT HAS FAILED DRAMATICALLY.
